Tier I: Efficient Conventional Firearms (No muskets or Flintlocks) must be commonplace and basic robotics. Heavy reliance on fossil fuels. Must be Spacefaring. May or may not have basic knowledge of genetic engineering. Earth is an example of a Tier I planet. While they are slowly creeping towards Tier II with the development of Laser-based weaponry they are nowhere near even a basic Tier II planet.

Tier II: Laser and Plasma-based weaponry is standard and has been mastered. Must have extremely advanced robotics. Must not rely on any fossil fuels (Depending on the home planet's resources). Must have Faster Than Light Travel capabilities. Mastery of genetic engineering is common. Korll/Biyalia is an example of a Tier II planet, they are beginning to scratch the surface of the coveted Tier III but are hitting several roadblocks, the Council is deciding whether to make a Tier 2.5 for Biyalia's Accomplishments on Nano-Compression and Vespidaria's Graviton Cannon. Please note that they still only have a fraction of a percent of Automata's understanding of the universe

*Tier III: Only one Tier III planet exists, Automata. For reasons unknown, they are able to outright spit in the face of the Laws of Physics and the Fundamental Forces with their Almighty Science. Tech so advanced it's completely indistinguishable from magic. While for example, Tier II planets are able to utilize teleportation only Automata has been able to teleport their ENTIRE PLANET on a whim without disrupting the surrounding gravity. They also have technology allowing them the walk through solid matter and store things such as weapons systems and entire Star Cruisers (Space Battleships) in "Pocket Dimensions". While originally an organic race and then a robotic one, these days Automata blurs the lines between Organic and Machine, seamlessly integrating the best qualities of both becoming a Transcendent Techno-Organic race like Machine Gods.
